    Zeitenwende- Germany's Role in a Contested World Order

    Join the Atlanta Council on International Relations for a captivating conversation with Ambassador Ralf Beste, Germany's distinguished Director-General for Culture and Society. As one of Germany's leading diplomats, Ambassador Beste will provide a unique perspective on the nation's evolving role in a world facing unprecedented challenges.

    Meet Ambassador Ralf Beste:

    Ambassador Ralf Beste, born 1966 in Witten, Germany, currently serves as the Director-General for Culture and Society in the Federal Foreign Office for the Republic of Germany. Ambassador Beste completed his Abitur (high school diploma equivalent) in 1985, and from there served for a year in the German military. He then continued his higher education studying history in Bochum, Bielefeld, and Baltimore receiving a Master of Arts from both John Hopkins University, in Baltimore,  Maryland, as well as Bielefeld University in Bielefeld, Germany. 

    From 1992-2014, Beste served a variety of editorial roles for both public offices and private publication. Most notably, he spent thirteen years as an Editor of Der SPIEGEL in Berlin, as a political editor and writer. In 2014, Beste was appointed Deputy Head of the Planning Staff in the German Federal Foreign Office. He proved himself as an effective contributor and leader finally becoming the German Ambassador to the Republic of Austria in September of 2019. Ambassador Beste is happily married with two children, and resides in Berlin, Germany. We are privileged to welcome him to ACIR, and hope that you can join us in what will surely be a riveting discussion of the future of Germany in such uncertain times.

    China Cognitive Warfare

    Cognitive Warfare is seen as its own domain in modern warfare alongside the four military domains defined by their environment (land, maritime, air and space) and the cyber domain connects them all. Cognitive Warfare operates on a global stage as we are all digitally connected and uses information technology and the tools, machines, networks and systems to seek out it's target: intelligence. 

    China, as a strategic competitor to NATO, describes Cognitive Warfare as the use of public opinion, psychological operations, and legal influence to achieve victory. Combat psychology has significant impact on the warfighter's ability to function with a focus on recording facial information, emotional changes and psychological states of soldiers to determine their combat status.  Outside of the battlefield, influence can also affect law, rule-of-order and civil constructs.

Directions from I-75/I-85 Northbound

Exit at International Boulevard (Exit 249C). Go west four blocks and turn right on Spring Street. Go north one block. Turn right onto John Portman Boulevard at Historic Harris Street. The Capital City Club is on the left.
